Legislation Analysis
Dropout Deterrent Act is to keep students in school longer than age sixteen they can leave school at age seventeen with consent of a parent/guardian. In which the principal will call a meeting with both the student and parent/guardian letting them know of other opportunities such as GED (educational development diploma). Also they will be told of the disadvantages of not having a high school diploma. Under this bill students are required to be enrolled and attending school until the age of seventeen if not the parent or guardian can be guilty of a misdemeanor. They will be subject to fine of no less than $25 no more than $100, imprisonment no longer than thirty days, and community service. The new age a criterion hopes to increases the graduation rate and lowers the dropout rate. This will make the students more prepared for society, give the better chances to become employed, and might increase a student’s desire to continue their education to college.
This bill wants to reduce the rate of students dropping out in Georgia each year. It is estimated that the state is spending $1.8 billion yearly on the decreased productivity of these students who dropout. The new age requirement the bill is trying to implement, students who enroll in the community college or technical school or exempt. The ultimate outcome for this bill is to keep students in school longer, hoping they will see even though law mandates their attendance; they need to be there to become productive citizens. The state does not want to continue to go into a deeper monetary hole due to the fact students are dropping off the rolls. They want students to become of the working class and not fall into the statues of stereotypes. I believe if it did not make the state look so bad, and did not cost so much money the governments’ attention would be elsewhere, until they felt like dealing with the issue.
